The increased transportation funding provided by the South Carolina legislature’s passage of the 2017 Roads Bill (Act 40) has allowed South Carolina to move forward with numerous projects to improve safety and accelerate road and bridge repairs. But the state still faces challenges maintaining its aging system and reliably accommodating growing passenger and freight traffic to serve the needs of the state’s growing economy.
This report examines the condition, use, safety and efficiency of South Carolina’s surface transportation system, the impact of Act 40, the importance of reauthorization of the federal surface transportation program and the challenges South Carolina faces to accommodate future transportation growth and sustain adequate funding.

Rural Connections: Challenges and Opportunities in America’s Heartland – TRIP (2020)
This report ranks South Carolina #1 in rural road fatalities. The report finds that the rate of traffic fatalities on South Carolina’s non-Interstate, rural roads is significantly higher than the fatality rate on all other roads in the state – 3.44 fatalities per 100 million vehicle miles of travel vs. 1.12 – and is the highest in the nation.
Act 40 of 2017 – SCFOR Summary (Rev/2020)
A one-page summary of Act 40 as passed by the General Assembly in 2017. The law increased vehicle-related fees to help fund long overdue repairs to the state system. The bill also included DOT reforms and tax relief for individuals and businesses.
