SCDOT Modernization Unanimously Passes House

Roads and bridges continue to rank among the top concerns for voters on both sides of the aisle. Potholes and traffic don’t care about political affiliation.

This week, the South Carolina House demonstrated that bipartisan cooperation is possible when it comes to improving infrastructure. Despite beginning debate with more than 180 amendments on the desk, the House passed its SCDOT Modernization plan (S.831) after roughly two hours of discussion.

At the outset of debate, lawmakers adopted a comprehensive amendment that streamlined the bill by removing several controversial provisions, including the voluntary transfer of roads to local governments and proposed increases to electric vehicle and hybrid registration fees. The amendment also eliminated the SCDOT Commission.

Floor Debate
Discussion on the House floor focused on improving project delivery, expanding financing options, and ensuring long-term sustainability of the state’s transportation system. Lawmakers emphasized that while progress has been made in recent years, continued investment and policy reform will be necessary to address decades of underfunding and meet future needs.

Many members noted that the legislation represents an important step forward, while acknowledging that additional work will be required to fully address the state’s infrastructure challenges.

Compromise Changes
Following adoption of the primary amendment, the House approved two additional amendments, which terminology related to tolling and managed lanes and removed certain funding restrictions for CTCs.

The final version of the bill passed unanimously, reflecting broad consensus and a commitment to advancing meaningful infrastructure improvements.

Next Steps
The bill now returns to the Senate, which has insisted on its version. A conference committee has been appointed to resolve differences between the House and Senate plans.
